When a JS error happens empty blocks are created #1
Description
This issue is related to issue #1 on nocms-admin-pages.
The engines that use this feature will mark the template blocks as destroyed so they are not created.
We need the NoCms.Admin.BlockHandler to handle this situation and unmark those blocks as destroyed once they are a new block or the template of a current block is changed.
