Add Region field for all Dictionaries #732

Steps to reproduce: Fill out the application Form: https://www.webonary.org/application-for-webonary-account/ I selected "Europe" as the Region. On the Webonary Network Sites create Webonary page: https://www.webonary.org/wp-admin/network/sites.php?page=create-webonary-site Click on the website name to populate the form. For me the form is populated except for the Region field. |
Add a new field called Region. It is similar to the Country field.

For old dictionaries, add a textbox to the Webonary, SuperAdmin tab.
