Keep the intra-verse USFM markers at the beginning of the are at the beginning

As part of the broader effort, we should be able to make super-small change to keep the intra-verse USFM markers (paragraph, footnotes, cross-references) that are at the beginning of the verse at the beginning of the verse. No weird algorithms or other info needed - this should be fairly straightforward. We can build on this more later.
