Restored to previous off-screen location when secondary monitor is not attached

If the Localize User Interface dialog is used on a secondary monitor and later that monitor is not available, when it is reopened, it is restored in the previous location, causing it to be off-screen. This appears to lock up the host program. If the secondary monitor is not available, it should be restored to the normal default location.
