No tabs restored from local files

Short description

Can't restore tabs that was open from local htm/html file. Show that tab cen not be restored.

(Translation: This page can not be opened by Tab Session Manager)

Steps to reproduce

1. Open some html file from disk, exit firefox. (or save session and exit)
2. Start firefox again, tab not restored (message that page can not be restored).

Expected result

Tab being restored - page opened from local file.

Actual result

Show page that can't restore the tab.

Platform information

• Platform (OS): Windows 10
• Version of browser: 128.6.0esr
• Version of Tab Session Manager: 7.0.1

Seems like TSM can't handle correctly URL that point to local file, while it do store it, it have some issue (probably because of 3x / in url ) when restoring the tab with url pointing to local file.
e.g. URL: file:///E:/Programs/CAD-SCADA/augenmass-master/augenmass.html
