Window positions not restored completely

Short description

The window positions are not restored for all windows. Some windows get restored correctly. Sizes (and tabs and tab groups) are all restored correctly.

Steps to reproduce

1. make a sessions with multiple windows with multiple tabs each
2. quit Edge
3. start Edge.

Expected result

All window positions should be restored correctly.

Actual result

How many times... the windows positions are NOT correctly restored.

Additional context

I checked the options in Tab Session Manager, everything set up correctly. The session has been restored from a backup made with brave about two weeks ago.
