When combining Multus with Cilium, you need to ensure that cilium is configured with cni.exclusive: false and that the changes have taken effect. If not, Cilium will disable any CNI configs in /etc/cni/net.d/ and rename 00-multus.conf to 00-multus.conf.cilium_bak. Multus won't raise any errors in the logs, and it won't be clear why multus is not working.
