Bitshares核心token持有人享有一切Bitshares治理权力；
Bitshares自身一切链上治理必须经由Bitshares核心token持有人投票决定；
Bitshares自身资金与费用归Bitshares核心token持有人所有；
Bitshares自身资金与费用处置必须经Bitshares核心token持有人投票；
Bitshares理事会只拥有建议权；
Bitshares理事会必须遵守与履行Bitshares核心token持有人投票决定；
Bitshares自身资金与费用花费必须经由资金池分配；

智能资产在没有资金池处理情况下，其资金分配提案投票数必须不低于排名第二投票数，且必须处于激活状态。

任何投票阈值设计必须避免易操控性，且必须处于激活状态。
