Conditions are empty if Tekon can't be deployed #47
Description
If the operator can't create the TektonConfig, or determines an incompatible version of Tekton is installed on the cluster, the ShipwrightBuild conditions are left empty. The operator should always ensure that there is a Ready condition, even if the status is set to Unknown.
