Release new version #15
Description
Currently, the latest rust-ssvm on crates.io dependence on 6.3.1-rc4 of ssvm-evmc-client.

It seems that the master branch already upgrade the dependency to 7.4.0 of ssvm-evmc-client.
May we release a new release?
This crate will affect the following issues of Sewup.
