Navigation orders

It has now become time for ordering the nav. menus and sections. Suggest: another JSON file above the others.. implementation unknown.

I partially disagree with myself.. _dashboard and _help are there because I designed it without order. It would be a good idea to keep the defined order from *.json for individual pages, but sections have minimal importance in order. On the other hand, if a new ordering system was put in place then <hr />s should be catered for.
