Description

As a developer, I want a straightforward method of checking whether the linter is reporting issues anytime the CI pipeline runs.

This involves extracting the 'lint' step from the 'build' job into its own job.

Definition of Done

A separate 'lint' job which reports an error for syntax errors (first check) and warnings for linting warnings (second check).
