The network is detection is for students connecting from university grounds, and allows Blackboard Sync to detect from which university a student is opening the app, so as to make the setup process faster.

Regarding the login URL, Blackboard likes to do that thing where after login sometimes it redirects you to /ultra/institution-page and sometimes just /ultra. Therefore it's better to detect any route starting with /ultra.
