Add a control for the genes' bounds

For instance the Simple Interconnected Islands, it is impossible to have n_inter > size, hence I want to be able to configurate the upperbound of the gene n_inter depending upon the size value.

Can be done.
The parameters have to be redefined at the algo instance level instead of the algo meta level (because the same parameter has not the same min and max for every instance anymore).
Then every algo instance of this algo might listen to parameters changes and update the min/max of another parameter based on these parameters.
Well it is somewhat a lot of work for just one parameter, so not sure it is that relevant ?
