in a jupyter kernel, the variables in "env" aren't picked up. this did work, but it somehow stopped recently.

well, looks like I rediscovered nteract/spawnteract#40

dear future reader: I fully re-implemented spawnteract in typescript, which is part of cocalc's source code and you can use this little detail under the same BSD-3 license as spawnteract.
