项目级: /.codebuddy/settings.json
用户级: ~/.codebuddy/settings.json
在comet init和comet update时将现有hook分发进对应目录
用户选择项目级时分发到项目
选择用户级时分发到用户目录
tip：不能覆盖用户原始配置，保持现有增量融合逻辑
