Improvement: Setup packaging for project - single binary distribution

A user should be able to download a release and be able to distribute that binary, while maintaining operability thereof.

Packaging should be configured and deployed to achieve the above.

Realistically, a single package would be best.

Even on first use the user will need to download the appropriate models for transcription and binaries for web/ebook conversion.
Most likely others as well for marker.
When it was just pyannote at 20/30mb thats whatever, but now its several gigs.
When the project hits a v1.0 release I will release docker images with everything downloaded already/instructions on where to place the models so for those interested they can download a singular dockerfile that will let them build an 'offline' image of it.
