Move it to standalone dialect?

There is a new example in the MLIR repo that explains how to make dialects standalone.

I've moved my internal project and it worked out very nicely. Only obvious mechanical changes to the code and it was good to go.

Perhaps the MLIR Rise dialect could also be standalone?
