Describe the bug

Better fault tolerance for: (1) auto-scaling (2) fix error catch in replica chain (the operation error in hash_table_partition::run_command).

In details:

1.Currently the implementation suggest that the users always know that the blocks are sufficient for their job. No exception handler when add_block function fails at the directory server.
