Allow installer builds from coordinated branches of refl1d and bumps

Strip the triggers and release updates from the build-distributables workflow. This workflow should have the branch names for refl1d and bumps as inputs so we can manually trigger the building of release artifacts for testing.

Make a release workflow triggered by published release which calls the build-distributables workflow and updates the release.
