ut-control: Feature: 1.7.0: Add support for the control plane GET commands

Problem/Opportunity

• Support is required for the control plane, to support GET commands ( currently POST is supported )
• Returning the data back to the caller on request of a GET
• The caller will request in json or yaml and the response needs to handle that format.
