Add option to protect both triples and tractors from pairs

Is it possible to add an additional option for that combines the rules "Only tractors can draw tractors" and "Longer tuple (triple) is protected from shorter (pair)"

Suppose someone throws out a 3 pair of spades and you have a 4455 and 999 in spades, as well as a 2 and 8 in spades. The proposed rule here is that you should be able to throw out the 2 & 8 rather than break up your tractor or triple.
