New Filters

To avoid clogging up core with dependencies, I've created a small package with some extra filters, some of which have external dependencies.

Filters should be working across Tailwind 2/3, Bootstrap 4/5, and you can select the environment using the top menu.

I've yet to finish tidying things up/making things look nice, but gives you an idea of functionality.

Any ideas or suggestions are most welcome, if I can get any of the filters in a "for core" state then I'll issue a PR.

I appreciate it's not as good looking as core filters at the mo, should be up to par shortly though, I've mostly been focused on getting things working smoothly first.

PRs welcome if you're a UX guru, and requests for a specific plugin are fine.

If any of the filters are particularly useful, then I'll look at how they can be migrated to core without introducing pain/dependencies, and when the UX fully matches core.
