[Editor] Manage Viewers

As Editor, I would like access to user tab in order to:

• add/revoke new Viewer
• See the list of registered Viewer

This is not part of superset and requires development work (not just styling).

We can probably accomplish this with a custom view.

@scampo Similarly to this comment (#25 (comment)), there is no interface for this in superset. Users can either manage all permissions, roles and users, or none.

To allow editors to manage only permissions for viewers, we would need to create a custom interface. Is that what's expected here? Is this something we need for launch?

@nicolaslara if editor could add only new viewer and revoke some thats ok. they don't need to manage role or permission. That would be nice to have this for launch otherwise only the administrator could add/revoke viewer and then remove user mangement tab for editor until we have a such interface.
