Configurable Serialization, Combining, and Saving to a backend

Currently we have the tensor Serialization, Combining (when multiple key values are packed together) and Read/Writing in well defined and composed classes, but they aren't exposed for configuration. If we ever plan to allow for changing these, i.e., to support an s3 backend, we should set them up as plugins.
