We should add something like an env var that lets us script the merge operation, or like the ability to give it a list of actions to run. This will let us run merges in tests.

If a merge action isn't applicable to all parameters that have differences it should probably error out and back off to the manual merge output.

It will probably also be the easiest way to support #213
