Add ability for admin's to manage 'Temporary award Flairs'

Temporary Flairs for things like contests or events:

-May have separate selection page that user can pick from
-Ability to 'lock in' that choice and prevent change after
-Group temporary flair choice under a specific 'event' table for record keeping
-Have a events flair be just text and/or an image.
-Have admin function for making changes to a specific temporary flair group
-Have admin function to cleanup and wipe all temporary flairs for an event
-Server is going to need to push out large amounts of flair edits - figure out API limits for if scheduling or batching is needed.
