I am not sure, but I saw we have refundFees in https://github.com/qubic/core/pull/754/changes#diff-bf5e7d5acf524d726dfcb57ed9b173fdc6cfceb62bd926454c2a0f1dc6cdcd42R2984, is it duplicated ?
