Fix timeout of contract oracle queries in first ticks after start from scratch

Problem

Oracle contract queries in the first ticks (including BEGIN_EPOCH!) timeout immediately after starting from scratch due to the fixed date of the tick in 2022.

Solution

• date/time of initial tick should be set in public_settings.h
• maybe treat timeout differently in first ticks (at least allow higher max timeout)
