Remove Argo Workflows #43
Description
It's possible to do everything through Github Actions, and easier to maintain.
Argo Workflows have some advantages, but using two different systems for CI is not worth it.
(Argo Workflows could be useful for non-CI jobs like ML in the future, but we don't have that need right now. And it's probably not the best choice for that purpose either.)
