* Added the reconciling experts notebook which explains various use cases of effect handlers. * Added the reconciling experts notebook to the table of contents. * Added reconciling experts notebook smoke test. * Fixed reconciling experts smoke test. * Fixed typo and explained SplitReparam arguments.
