Hide proposal notes from reviewers

I noticed a number of proposals have identifying information in the notes field. Let's hide that from normal reviewers so phase 1 of the CFP is anonymous and based only on the title, proposal, and outline.

Make the field visible to the program committee (likely using whatever mechanism we use to satisfy #23.)
