Create an initial script for PyGreece Discord

Issue Description

This issue focuses on the initial python script of the PyGreece Discord bot. A useful resource for the discord bot development is https://realpython.com/how-to-make-a-discord-bot-python/#how-to-make-a-discord-bot-in-python.

Acceptance Criteria

Whenever a new person joins the server, the bot should:

• Remind the person of the code-of-conduct.
• Describe each channel in the server.
