[UI] Create ROI Ranking page

To Do:

• Create new page with ROI Ranking table like the resource link
• This page list the best 20 Ochestrators
• Check if we have all values available on our backend environment.
• Check if we need to create endpoints for it.
• Estimate the effort

Acceptance Criteria:

• The red/green circle shows if transcoder is inactive/active.
• Every token has a link to the explorer page (https://explorer.livepeer.org/accounts/{{Token}}
• By default show 20 records in the table (the best 20 Orchestrators). We don´t need pagination.
• Check the possibility to change order doing click on the header column (Estimate it in separate item)
• Order by default by "ROI by 1000 LPT"

We need TODO:

• Add remaining fields in the design to the existing endpoint: Reward cut, Active, Efficiency, Roi ETH, Qty rounds , Last round, Trend (1)
• Maintain the trend field of all delegates per round, along with his ROI (1)
• Integration with the frontend (1)

Note:

• Check the possibility to change order doing click on the header column (Estimate it in separate item): I think this will add 0,5 points to the estimation
