At lock screen, changing keyboard layout with keyboard shortcut does not update keyboard layout drop-down

While testing pop-os/cosmic-comp#2296, I noticed that the keyboard layout menu (opened with the mouse) does not update after I change the keyboard layout with the keyboard shortcut.

To recreate:

• Have two keyboard layouts on a session (I will use QWERTY and Dvorak for this example)
• Lock the screen
• Click the eye button in the password field to reveal typed characters and type a few keys to observe active layout (should match session)
• Change keyboard layout with keyboard hotkey (default is Super + Space) and type more characters to confirm layout change
• Click the keyboard layout button with the mouse to open the layout drop-down menu. The selected layout does not reflect the current layout being used.

It might be a related issue, but I consistently see that layout often does not match actual layout used for input. E.g. drop-down indicates EN keyboard while some other language is used for typing.
