Function host is not running. - Error configuring services in an external startup class.

I am seeing an issue with our app, the web portal shows a "Function host is not running." message, and the notification section in Azure shows a series of errors:

I've tried to restart the app but I get the same results.

We've had this running with no issues for a while, and just recently noticed this (in the last month), no changes have been made. Any ideas?
