chore: retrigger v0.4.0 release with target parameter fix

Previous release workflow failed due to 'targets' vs 'target' parameter typo
in the rust-toolchain action. This has been fixed in commit 63f0af2.

Updating manifest timestamp to trigger a fresh workflow run that will use
the corrected workflow code and successfully build all 5 platform binaries.
