The reminder of "require Pebble Health" always appears, even if I do not set a step counter in the sidebar. The original TimeStyle watchface app does not have this problem. Please correct it, thank you.

I am not sure to understand your problem. Where did this reminder exactly appears?

If Pebble Health is closed in the android app, the reminder appears every time when returning the wacthface screen of the watch. NO step counter in the sidebar means Pebble Health is not necessary.
