Repo Lint and CI

We can't sync lint configuration with Pion libraries because:

1. ION is an application and some linters will make more sense for ION but will not make sense for Pion itself, Like SQL and HTTP linters.
2. We'll have to use some CGO in the future, and some linters struggle with that.

tasks

• Investigate what linters to use.
• Make workflows to automatically build ION on tag releases on windows, mac, linux (with different build tags) and upload binaries.
