Make sure all useless chat engines are cleared.

It's better to add a new admin_only flag for chat engines.

How about adding a public option and set default value to yes

Furthermore, the Chat Engine's visibility should be affected by several conditions:

  • Chat Engine's public or admin_only field.
  • Linked Knowledge Base's visibility.
  • All related components well-configured.
