ci(release-readiness): add skip_integration workflow_dispatch input

Lets us iterate on install-tests / cross-platform-build / doc-build
without burning 30+ minutes on the integration-tests job each time.
Tracked separately in CI-0019. Schedule and default dispatch still run
the full suite.
