@foremtehan having worked on the last expansion of promoted properties (#17861) this might be something I can work on when I have time - just to confirm, the expectation here is that the example would be syntactical sugar for

class AndFilter {

	private array $filters;

	public function __construct(string ...$filters) {
		$this->filters = $filters;
	}
}

It's also worth noting that the result may be misleading. int ...$numbers indicates an array of ints, but the type promise breaks after object construction.
