jj: use bedag work identity in bedag repos - #21

Adds home-manager/jjconfig.nix in bedag-setup (mirroring gitconfig.nix's conditional includes) and imports it, so jj uses the bedag work identity under ~/git/bedag and ~/git/bedag-setup instead of the personal one.
