Investigation findings
The ability claims support and much of it is faithful — two targets (an opponent and a nonlegendary creature card in your graveyard), the graveyard-to-battlefield move, the haste grant, the goad, and a delayed exile at the next end step.

Two bindings are missing and together they account for the ability doing nothing.

1. "whose turn it is" is absent. The opponent target is recorded as any opponent, with no restriction to the player whose turn it currently is. That restriction is also what makes the ability activatable at all in the reported situation: this is a tap ability on a creature with haste and vigilance, used during an opponent's turn, and the legal target set should be exactly that one opponent.
2. "under their control" is absent. The move to the battlefield records no controller override, so the creature would enter under the ability controller's control rather than the targeted opponent's. Since the whole point is handing a creature to an opponent and goading it back at the table, an entry under the wrong controller inverts the card.

The delayed exile is present and correctly scheduled for the next end step.

Acceptance criteria

• The ability can only target the opponent whose turn it currently is, and has no legal target during your own turn.
• The chosen nonlegendary creature card enters the battlefield under that opponent's control, with haste, goaded.
• It is exiled at the beginning of the next end step.
• Legendary creature cards in your graveyard are not offered.
