Create a initial release for mixins

What is missing? Please describe.

There is a good amount of changes along with a api version bump in latest perses-operator v0.3, I think it would be nice to have a initial tag or a release branch so that we can proceed with bumping the operator and current dashboards work without issues incase something breaks.

@saswatamcode @heliapb let me know your thoughts on this.

I'm not really sure having a release on this repo would be a good idea.

I was actually thinking a little opposite, of whethere we should version our mixins separately alongside original repo?

That way people needing mixin for particular version of a project can use this

Well I don't have a set opinion about this, https://github.com/kubernetes-monitoring/kubernetes-mixin does have versioning so if we consider that might be an idea since I've relied on a lot of their dashboards.

I liked that idea. Probably good to align and have it versioned.
