Non-admin users can see settings, branding, pages, i18n, navbar.
Upon selecting one, they get a error rather than being able to get to that content, but as noted in #580, it's non specific, and they get stuck in non-usable pages until they reselect something that they ARE authorized to access, like paths/posts.
