Create a Vagrant dev environment for payutc devs, which allows to :

Develop anywhere, independently from their machines/env configuration
Develop on any Payutc module
Have minimum (ideally zero) config to do once the VM is up and running
If a minimum config is needed, it should be documented

You can keep on the progress in the new vagrant repo : https://github.com/payutc/vagrant

It is currently WIP, mostly because the configuration is not automated as I am waiting for #324 to be completed.
