requirement for i18n breaks when project uses kdelibs4 i18n #27

Projects now require translations or the build quits in a huff.

We have a few projects which use kdelibs4 translations.
kdeedu-data
phonon
phonon-bits

But we require kf5 translations. Make something point somewhere to allow it to use kdelibs4 translations for these projects.
