gem bootstrap build deps mess #25

After poking around deployment last week I discovered that we were installing the build-deps for the gems after installing the gems themselves, which was causing deployment failure on Debian images. I'm unsure how this came to pass, but, the build-deps for the gems should installed via deploy_in_container.sh instead of deploy_in_container.rake
