Ext with Quarto 1.6 not working #19

Hi, I have tried several options and it does not work for my book. I appreciate the guidance. I want the references by chapters and also to keep the link to the citations.
I have tried it with Quarto 1.5, without success. I have upgraded to 1.6 and also no success.

It only generates it for the first chapter: https://github.com/PaideiaPublishingServices/Paideia-Editorial/blob/main/editar-publicar-financiar-ciencia-america-latina/index.qmd but for the second: https://github.com/PaideiaPublishingServices/Paideia-Editorial/blob/main/editar-publicar-financiar-ciencia-america-latina/o-papel-da-rede-ibero-americana-de-editores.qmd
